Conversion Study of the Benabid Quarry Site

Context

Colas, a major player in the construction and maintenance of transport infrastructure, had been operating an aggregate quarry since the early 20th century, located on the outskirts of a large urban area, in a rapidly changing urban zone. Following the cessation of operations, the site, which had become a cost center and a risk area for the company, was entrusted to Massir Invest to study avenues for its reconversion and formulate an operational recommendation.

Scope / Methodology

The intervention was structured in two phases:

  • Multidimensional diagnosis of the site covering land and legal aspects, including the reconstruction of the cadastral plan over an area of several tens of hectares, cross-verification of surfaces between available plans and data provided by the client, identification of land titles, excluded parcels, and related areas, and clarification of the legal status of the body of water, particularly with regard to Law 36-15 on water.
  • Urban planning diagnosis examining the site’s integration into the Urban Development Master Plan and the applicable development plan, analysis of building constraints (agricultural vocation, CUS, zoning), and evaluation of implications related to the expected evolution of urban planning documents (SDAU, SRAT, PA).
  • Hydraulic and environmental diagnosis focusing on the quantitative balance of the body of water formed after the cessation of operations, the characteristics of the water table, the hydraulic communication between the body of water and the water table, the physico-chemical and microbiological quality of the water, as well as its current agricultural uses.
  • In-depth analysis of two conversion scenarios: conversion into an inert waste landfill (analysis of the legal framework of Law 28-00 and its regulatory texts, regulatory prerequisites, preliminary estimation of investment costs) and conversion into a tourist and leisure complex enhancing the body of water (master plan structured into 9 activity zones, development scenarios, axonometric views, and site plans).
  • Comparative economic and financial modeling of the two options, including the establishment of an estimated income statement, the phasing of investments and depreciation, cash flow analysis, examination of three deployment models (client positioning in the value chain), and review of the main environmental impact outlines.
  • Formulation of an operational recommendation, the associated roadmap, and implementation conditions.

  • Land and legal diagnostic report, including consolidated cadastral plans and a summary table of net areas.
  • Urban planning diagnostic report.
  • Hydraulic and environmental diagnostic report.
  • Master plan for the tourist and leisure complex scenario (9 activity zones), with axonometric views and site plans.
  • Financial model for the two conversion scenarios, with income statement, investment plan, and cash flow analysis.

At the end of this mission, Colas has a consolidated and documented vision of the latent value of its land asset, a multidimensional diagnosis legally and technically securing the reconversion options, and a recommendation supported by economic and financial modeling that demonstrates the profitability of the recommended scenario. The associated roadmap provides a structured decision-making framework to transform a site that currently incurs costs and risks into a lever for value creation, based on a controlled positioning within the development and management chain.
