- A civil engineer (Ponts et Chaussées), Karim Ghellab is an accomplished senior executive with excellent experience in transport infrastructure, mobility and logistics in countries undergoing economic transition (roads, motorways, ports, railways, airports and associated transport modes, for both passengers and freight), as well as in public governance (end-to-end design and deployment of sector strategies, development programmes, reforms and breakthroughs in the public sector, governance of state-owned enterprises).
- He began his career as an organisation and management consultant at a consulting firm in Paris, where he carried out several assignments in reorganisation, business process reengineering, change management and the implementation of management control systems.
- Back in Morocco, his career as a senior civil servant led him to hold several positions of responsibility within the Ministry of Equipment (Provincial Director of Equipment in Al Hoceima then Benslimane between 1994 and 1996; Director of Programmes and Studies until 1997; Director of Roads and Road Traffic until 2001), before being appointed to the highest functions of the Moroccan State (Director General of ONCF from 2001 to 2002; he then became Minister of Equipment and Transport from 2002 to 2011, and finally President of the House of Representatives of the Kingdom of Morocco from 2011 to 2014).
- As Minister, he led major national development programmes and far-reaching structural reforms such as: motorways, the high-speed rail line (LGV), the Tanger Med port, Open Sky, port reform, the Highway Code and the national logistics strategy.
- In 2014, Karim Ghellab founded Massir Invest, a strategy consulting firm focused on infrastructure, mobility and logistics, as well as public governance, serving governments, public enterprises, investors and private groups. He gradually expanded the firm’s sectors of intervention and areas of expertise to develop the capacity to operate at all levels: the State and public policies, sectors and professional organisations, companies and projects.
- Karim Ghellab deploys his expertise across all Massir Invest engagements. He is more specifically the reference point for strategic and political vision, large-scale sectoral and institutional reforms, and infrastructure, logistics and transport.

Omar Hassouni has 20 years of experience between strategy consulting and executive positions in the private and public sectors. He supports groups and institutions in their transformation, performance and strategic development challenges. His experience covers the development of sector strategies, transformation of private groups, economic modeling, concession structuring and management of complex programs. He has also held management and advisory positions with national institutions. Partner at Massir Invest, he works on strategy, governance and public-private partnership issues.

Philippe De Boni

Philippe de Boni has nearly 30 years of experience in operational strategy, management and organizational consulting. He supports public and private actors on transformation, governance and strategic implementation issues, in Europe and Africa. His expertise notably covers organizational alignment, change management, complex project management and reform support. Partner at Massir Invest, he works with national and international institutions as an expert and project manager, mobilizing multidisciplinary teams on transformation and organizational performance assignments.

Ismail Amri
Senior Manager
Ismail Mehdi Amri has nearly 15 years of experience in strategy, finance and stimulation of private investment. He supports public and private actors on economic structuring, strategic development and financing issues. His expertise notably covers sector strategies, technical-economic diagnostics, business plans, valuation, fundraising operations and post-acquisition transformations. He works with executives, financial institutions and public actors to support decision-making, secure investment projects and manage growth and transformation trajectories.
